Deputy Minister Truong Thanh Hoai meets with Denmark’s Ministry of Climate, Energy and Utilities, signs energy cooperation MoU

As part of General Secretary and State President To Lam’s state visit to the Kingdom of Denmark from October 19 to 21, 2026, Deputy Minister of Industry and Trade Truong Thanh Hoai met with Lars Frelle-Petersen, Permanent Secretary at Denmark’s Ministry of Climate, Energy and Utilities (MCEU), in Copenhagen on October 20 to discuss bilateral energy cooperation and the implementation of the Vietnam-Denmark Energy Partnership Program for 2026-2030.

During the meeting, the two sides signed a Memorandum of Understanding (MoU) on energy cooperation, establishing a framework for advancing bilateral collaboration in a new phase. The meeting took place as Viet Nam and Denmark mark the 55th anniversary of diplomatic relations (1971-2026) and officially elevate their ties to a Comprehensive Strategic Partnership during General Secretary and State President To Lam’s state visit. This milestone opens up new opportunities to strengthen bilateral cooperation, particularly in green transition, renewable energy and sustainable development.

Deputy Minister Truong Thanh Hoai and Permanent Secretary Lars Frelle-Petersen of Denmark’s Ministry of Climate, Energy and Utilities sign a Memorandum of Understanding on energy cooperation, establishing a framework for advancing bilateral collaboration in a new phase.

Lars Frelle-Petersen welcomed Deputy Minister Truong Thanh Hoai and the Ministry of Industry and Trade delegation to Denmark, commending the results of cooperation between the two ministries in recent years, particularly in energy planning, renewable energy integration, and energy efficiency and conservation. The Danish side reaffirmed its commitment to further strengthening cooperation, sharing expertise and technology, and supporting Viet Nam’s green energy transition.

In his remarks, Deputy Minister Truong Thanh Hoai praised the substantive and effective energy cooperation between Viet Nam and Denmark, which has been underway since 2013. Through successive phases of the Vietnam-Denmark Energy Partnership Program, Denmark has supported Viet Nam in strengthening its capacity for long-term energy planning, integrating renewable energy into the power system, improving power system flexibility, and promoting energy efficiency in industry. These efforts have contributed positively to policy development and enhanced Viet Nam’s capacity to manage and operate its energy system.

The Deputy Minister emphasized that signing the new MoU marked an important step forward in concretizing the energy cooperation priorities under the Viet Nam-Denmark Comprehensive Strategic Partnership. Against this backdrop, he called on the two ministries to strengthen policy dialogue, expert exchanges, research cooperation, training and capacity building. He also encouraged closer ties among government agencies, research institutes and businesses in both countries to implement practical cooperation activities that reflect each side’s needs and actual conditions.

Regarding the Vietnam-Denmark Energy Partnership Program for 2026-2030, the Deputy Minister proposed focusing on three priority areas: (i) strengthening long-term energy planning based on data and analysis of development scenarios, while ensuring security of electricity supply; (ii) supporting the integration of an increasing share of renewable energy while improving the flexibility, safety and efficiency of power system operations; and (iii) promoting energy efficiency in industry to enhance competitiveness and reduce greenhouse gas emissions. He urged the relevant technical units on both sides to promptly agree on an implementation plan, identify priority tasks and establish coordination mechanisms to ensure the program’s effectiveness.

On offshore wind power, Deputy Minister Truong Thanh Hoai called on Denmark to continue sharing its experience in planning, surveying, project implementation mechanisms, grid connections, system operations and supply chain development. He also urged Denmark to expand technical assistance and capacity building for relevant Vietnamese agencies and organizations.

The Deputy Minister welcomed efforts to facilitate business connections, technology exchanges and the exploration of investment opportunities, including the mobilization of appropriate financial resources for offshore wind projects, in compliance with Vietnamese law and the country’s energy development priorities.

The two sides also discussed strengthening coordination under the Just Energy Transition Partnership (JETP), drawing on Denmark’s expertise and experience in renewable energy development, power system flexibility, energy efficiency and technical assistance to support Viet Nam’s energy transition.

Concluding the meeting, Deputy Minister Truong Thanh Hoai expressed confidence that the newly signed MoU, together with the Energy Partnership Program for 2026-2030, would provide fresh momentum for deeper, more substantive and effective energy cooperation between Viet Nam and Denmark. Such cooperation would contribute to ensuring energy security, promoting green growth and achieving Viet Nam’s target of net-zero emissions by 2050.

He called on the two ministries to maintain regular exchanges and promptly translate the agreed priorities into practical cooperation programs and activities in the coming period.
