The Decision No. 3768/QD-BCT dated on October 2nd, 2017 of the Minister of Industry and Trade regulating the functions, tasks, powers and organizational structure of ARIT.
a) ARIT is belonging to Ministry of Industry and Trade, it performs the function of the state management and law enforcement organization on: Industry, handicraft (including handicfaft villages); Industrial promotion; Industrial clusters; Small and medium industrial enterprises; Industrial and trade development situation in localities throughout the country.
b) Task
- Field of Handicraft and handicraft villages
+ Establishing the programs, plans and projects for reserve, recovery, cooperation and development of handicraft and handicraft villages; to bubmit to the competence offices for approving and implementation.
+ Coordinating with related agencies in investment promotion of industry handicraft and handicraft village development.
+ Leading in establishing and submit to the competence offices the list of industry handicraft villages that need to preserve, recover and develop throughout country.
- Field of industrial SMEs Development; Cooperatives
+ To propose the programs, plans, projects on industrial – handicraft SMEs and cooperatives development.
+ To propose the promotion and support plans to industrial – handicraft SMEs and cooperatives.
+ To Coordinate with related agencies to supplying the information of support activities on industrial – handicraft SMEs and cooperative development.
- Field of industrial promotion
+ To perform the state management task on industrial promotion.
+ Establish the Nationnal Industrial promotion program for periods.
+ To propose the plans, projects and yearly national industrial promotion budget.
+ Set up the proggram, curricula, and materials to organize the training courses.
+ Leading and coordinate with related agencies in order to guiding and organizing the activities of voting and honoring the typical rural industrial productions; production support and spreading the typical rural industrial productions.
- Field of industrial cluster management
+ To perform the state management task on industrial clusters.
+ To agree the plans, modified plans, comment on proposal of PPP cluster projects.
+ To propose the plans, budget and implementing the cluster development activities.
+ Establish the Program of support the investment of industrial cluster infrastructure that supported by state budget.
- Field of the new rural construction
+ To be the focal point to integrate, establish the plan, following and supervise the implementation the tasks of the Steering committee;
+ To be the focal point to report the situation of the implementation of related agencies;
+ To guide the provincial Department of Industry and trade to propose the support plan of central budget for industrial cluster infrastructure investment in accordance with Decision No. 60/2010/QD-TTg.
+ To propose and organize the palns, inspection, monitoring and guide the implementation of the program in provinces; to organize the surveying, experience learning delegation on new rural development;
+ To organize the conferences and seminars on new rural development; call for investment in development of industrial handicraft production in order to accelerate the implementation of new rural development.
- Regional center for industrial promotion and consultancy 1
+ Establish the regional programs, plans and projects;
+ To implement the investment promotion; to organize fairs and showrooms;
+ To implement the industrial development consultative activities on: Establishing project, industrial construction;
+ To implement the international cooperation on industrial promotion, industrial development consultant, entrepreneur encourage, trade and envestment promotion;
+ To participate in making law and related documents on industrial promotion.
