Deputy Minister Phan Thi Thang meets with Governor of Perm Krai, Russian Federation
On March 23, 2026, at the headquarters of the Ministry of Industry and Trade, Deputy Minister Phan Thi Thang held talks with Dmitry Nikolaevich Makhonin, Governor of Perm Krai, Russian Federation.
At the meeting, Deputy Minister Phan Thi Thang welcomed Dmitry Nikolaevich Makhonin and the delegation from Perm Krai on their visit and working session with the Ministry. She reaffirmed that the Ministry of Industry and Trade of Vietnam consistently places high importance on promoting cooperation with the Russian Federation in trade, industry, and energy.
The deputy minister emphasized that, as the Vietnam - Russia Comprehensive Strategic Partnership continues to develop positively, cooperation between localities of the two countries is playing an increasingly important role, helping to create new momentum for bilateral relations.

Acknowledging the potential and strengths of Perm Krai, Deputy Minister Phan Thi Thang noted that the region is one of Russia’s industrially developed localities, with advantages in fuel, chemicals, mechanical engineering, metallurgy, and processing industries. With its favorable geographical location and relatively well-developed infrastructure, Perm Krai has strong conditions to expand cooperation with Vietnamese partners in trade, investment, and industrial production.
Highlighting the significant untapped potential for cooperation between Vietnam and Perm Krai, the deputy minister proposed that both sides continue to step up exchanges of delegations at all levels, particularly business delegations; promote trade promotion activities, facilitate supply, demand connectivity, share market information, and explore areas of cooperation aligned with each side’s strengths and needs.
On this occasion, Deputy Minister Phan Thi Thang extended an invitation to the leadership and business community of Perm Krai to attend the Vietnam International Sourcing 2026 series of events, scheduled to take place from September 3 to 5, 2026, in Ho Chi Minh City.
The event will provide an opportunity for foreign enterprises, including those from the Russian Federation, to strengthen connections with Vietnamese companies, expand their partner networks, and participate more deeply in regional and global supply chains.
During the meeting, the two sides also exchanged views on several potential directions for future cooperation in foreign trade, industry, oil and gas services, as well as prospects for collaboration in light manufacturing sectors such as footwear and textiles.
For his part, Dmitry Nikolaevich Makhonin highly appreciated the cooperation potential with Vietnam and expressed his desire to further strengthen ties with Vietnamese agencies, localities, and businesses. The governor affirmed that the authorities of Perm Krai stand ready to accompany and support the business communities of both sides in enhancing connectivity, exploring market opportunities, and implementing concrete cooperation activities in the time ahead.
