According to the official list of candidates for the 16th National Assembly in Hai Phong, there are 33 nominees in total. Of these, 24 are residents and employees in Hai Phong who meet all required standards and have been nominated by the locality, while nine candidates are nominated by the Party Central Committee.

Also among the candidates in Hai Phong is comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, and head of the Party Central Committee’s Organisation Commission.
Notably, comrade Le Manh Hung, member of the Party Central Committee, member of the Government Party Committee, Secretary of the Party Committee and Acting Minister of Industry and Trade, is among those nominated by the Party Central Committee to run in Hai Phong. His candidacy in the port city reflects the Party Central Committee’s attention to a key economic hub in the North, a major centre for industry, logistics and import-export activities.
In terms of structure and composition, the total number of candidates is 33, with 19 deputies to be elected across seven constituencies. Of the candidates, 24 are nominated by the locality and nine by the Party Central Committee. Female candidates account for 12 (36.36%), while five candidates (15.15%) are under 40 years old, with the youngest born in 1998. There are two non-Party candidates (8.33%) and four re-nominated candidates. There are no candidates from ethnic minority or religious groups.
Among the 24 candidates nominated by the city is comrade Le Ngoc Chau, member of the Party Central Committee, Deputy Secretary of the municipal Party Committee, Secretary of the Party Committee and Chairman of the Hai Phong People’s Committee. The city’s National Assembly Deputies Delegation, the municipal Party Committee’s Organisation Commission, the Department of Finance and the city’s police each have two candidates.
The culture, sports and tourism sector has five candidates, while Hai Phong University has three. Several agencies and units, including the State Treasury Region III, the Customs Sub-department Region III, Hai Phong Obstetrics Hospital, Viet Tiep Friendship Hospital (An Dong facility), Hai Phong International Obstetrics and Pediatrics Hospital, Hai Phong Port Joint Stock Company, and Hai Phong Tugboat and Transport Joint Stock Company, each have one candidate.
Acting Minister of Industry and Trade Le Manh Hung’s candidacy in Hai Phong is expected to strengthen the voice of the industry and trade sector in the legislature. It is also expected to contribute to the improvement of mechanisms and policies for the development of industry, trade, import-export and logistics. These are key strengths of Hai Phong in particular and the northern key economic region in general.
