Information on fuel price management on April 9, 2026

On March 26, 2026, the Prime Minister issued Decision No. 482/QD-TTg on the application of environmental protection tax, value-added tax (VAT), and special consumption tax on gasoline, oil, and aviation fuel in cases necessary for national interests. Accordingly, from 24:00 on March 26, 2026 to the end of April 15, 2026, the environmental protection tax rate on gasoline (excluding ethanol), diesel, and aviation fuel is set at VND 0 per litre; gasoline, diesel, and aviation fuel are not subject to VAT declaration and payment but are eligible for input VAT deduction; the special consumption tax rate on all types of gasoline is 0%.

  1. On March 27, 2026, the Prime Minister issued Decision No. 483/QD-TTg on supplementing the 2026 state budget expenditure estimate from the increase in central budget revenue in 2025 for the Ministry of Industry and Trade (MoIT) to advance funds to the Petroleum Price Stabilisation Fund. Implementing this decision, the MoIT leader issued Circular No. 19/2026/TT-BCT dated April 3, 2026 regulating advances to the Petroleum Price Stabilisation Fund from the state budget, contributions to the fund, and reimbursement of state budget advances, and Decision No. 632/QD-BCT dated April 3, 2026 promulgating a plan for contributions to and expenditures from the Petroleum Price Stabilisation Fund advanced from the state budget for fuel price management.

The MoIT leader also issued Decision No. 571/QD-BCT dated March 28, 2026 to temporarily suspend part of Clause 1, Article 6a of Circular No. 38/2014/TT-BCT dated October 24, 2014 (regarding “kerosene”), detailing a number of articles of Decree No. 83/2014/ND-CP dated September 3, 2014 on petroleum trading, as amended and supplemented by Clause 4, Article 1 of Circular No. 17/2021/TT-BCT dated November 15, 2021, and further amended by Clause 2, Article 1 of Circular No. 18/2025/TT-BCT dated March 13, 2025.

Amid developments in global fuel prices and fluctuations in the VND/USD exchange rate, based on Resolution No. 36/NQ-CP dated March 6, 2026 of the Government on the regular Government meeting for February 2026, Resolution No. 55/NQ-CP dated March 19, 2026 amending and supplementing Resolution No. 36, and in line with the Prime Minister’s direction under Decision No. 482/QD-TTg dated March 26, 2026, Document No. 2058/VPCP-KTTH dated March 10, 2026, Document No. 2113/VPCP-KTTH dated March 11, 2026, and Document No. 2406/VPCP-KTTH dated March 19, 2026, the Ministry of Industry and Trade and the Ministry of Finance jointly decided on a fuel price management plan to ensure a balance of interests among market participants.

  1. The global petroleum market in this adjustment period was influenced by key factors such as military conflicts between the US and Israel with Iran, a temporary ceasefire between the US and Iran, and the ongoing conflict between Russia and Ukraine. These factors caused global refined petroleum prices on April 8, 2026 to decline sharply.

The average global refined petroleum prices between the April 9, 2026 adjustment period and the previous period are as follows: USD 119.460 per barrel of RON92 gasoline used for blending E5RON92 (down USD 20.580 per barrel, equivalent to a decrease of 14.70%); USD 125.820 per barrel of RON95 gasoline (down USD 23.230 per barrel, equivalent to a decrease of 15.59%); USD 183.290 per barrel of diesel 0.05S (down USD 66.215 per barrel, equivalent to a decrease of 26.54%); USD 642.170 per tonne of mazut 180CST 3.5S (down USD 88.530 per tonne, equivalent to a decrease of 12.12%).

Retail fuel prices in neighbouring countries on April 9, 2026 are as follows: for gasoline, Singapore: VND 70,328 per litre; Thailand: VND 35,999 per litre (government-subsidised); Cambodia: VND 36,167 per litre (government-subsidised); Laos: VND 49,058 per litre; China: VND 36,200 per litre (price-controlled by the government); Vietnam: VND 22,344 per litre. For diesel, Singapore: VND 86,985 per litre; Thailand: VND 39,635 per litre (government-subsidised); Cambodia: VND 53,922 per litre; Laos: VND 61,488 per litre; China: VND 33,070 per litre (price-controlled by the government); Vietnam: VND 32,969 per litre. Thus, Vietnam’s fuel prices remain at a moderate level and are lower than those in neighbouring countries sharing land borders.

  1. In response to global fuel price developments and VND/USD exchange rate fluctuations, and in compliance with current regulations and directives of the Government, the Prime Minister, and the MoIT leader under Decision No. 571/QD-BCT dated March 28, 2026, Circular No. 19/2026/TT-BCT dated April 3, 2026, and Decision No. 632/QD-BCT dated April 3, 2026, the Ministry of Industry and Trade and the Ministry of Finance decided on fuel price management measures for this period.

In the adjustment on April 9, 2026, the two ministries applied the revised tax rates under Decision No. 482/QD-TTg dated March 26, 2026, and implemented the use of the Petroleum Price Stabilisation Fund in accordance with Decision No. 768/QD-BCT dated April 9, 2026. The price management aims to reflect global price movements accurately, maintain a reasonable price gap between E5RON92 biofuel and RON95 gasoline to encourage biofuel consumption, and ensure a balance of interests among stakeholders.

3.1. Petroleum Price Stabilisation Fund

3.1.1. Contributions to the fund (from state budget advances)

  • Biofuel gasoline: VND 800 per litre;

  • Unleaded gasoline: VND 800 per litre;

  • Diesel: VND 1,000 per litre;

  • Mazut: VND 800 per kilogram.

3.1.2. Expenditures from the fund (from state budget advances)

  • Biofuel gasoline: VND 0 per litre;

  • Unleaded gasoline: VND 0 per litre;

  • Diesel: VND 0 per litre;

  • Mazut: VND 0 per kilogram.

3.2. Retail fuel prices

After implementing contributions to and expenditures from the Petroleum Price Stabilisation Fund as stated above, retail prices of popular fuel products are as follows:

  • E5RON92 gasoline: not higher than VND 22,344 per litre (down VND 2,393 per litre compared to the previous ceiling price), VND 1,199 per litre lower than RON95-III;

  • RON95-III gasoline: not higher than VND 23,543 per litre (down VND 2,993 per litre);

  • Diesel 0.05S: not higher than VND 32,969 per litre (down VND 9,872 per litre);

  • Mazut 180CST 3.5S: not higher than VND 22,613 per kilogram (down VND 1,658 per kilogram).

  1. Implementation timeline

The contribution to and use of the Petroleum Price Stabilisation Fund as stated in Section 3.1 take effect from 15:30 on April 9, 2026.

Adjustments to retail fuel prices shall be decided by petroleum wholesalers and distributors but must not be later than 15:30 on April 9, 2026.

From 15:30 on April 9, 2026, which is the time the MoIT announces the base price for this period, until the next announcement, adjustments to retail fuel prices shall be decided by petroleum wholesalers and distributors in accordance with Decree No. 83/2014/ND-CP, Decree No. 95/2021/ND-CP, Decree No. 80/2023/ND-CP, Circular No. 17/2021/TT-BCT, Circular No. 18/2025/TT-BCT, Circular No. 103/2021/TT-BTC, Circular No. 104/2021/TT-BTC, Decision No. 571/QD-BCT dated March 28, 2026, and Circular No. 19/2026/TT-BCT dated April 3, 2026.

The MoIT will coordinate with relevant authorities to inspect and supervise the implementation of fuel supply responsibilities by petroleum traders and will strictly handle any violations.

The Ministry of Industry and Trade and the Ministry of Finance will continue to closely monitor market developments to announce appropriate fuel prices in line with directives and promptly propose measures to the Government and the Prime Minister to stabilise fuel prices.
