Minister Le Manh Hung visits strategic petroleum products reserve facility in the Republic of Korea
On the morning of August 27, 2026, as part of his working visit to Seoul, the Republic of Korea, Minister of Industry and Trade Le Manh Hung visited and held a working session at the Guri diesel reserve facility managed by the Korea National Oil Corporation (KNOC).

At the meeting, Minister Le Manh Hung highly appreciated the experience of the Republic of Korea and KNOC in developing and operating the national oil reserve system since 1981, particularly in safety management, the organization of stock receipt, dispatch and rotation, as well as the capability to mobilize reserves when market disruptions occur. This demonstrates the important role of the Guri facility within the Republic of Korea's strategic petroleum products reserve system, contributing to national energy security, especially during supply disruptions. These are highly valuable practical lessons for Viet Nam.
During the meeting, Minister Le Manh Hung shared that Viet Nam is accelerating efforts to improve its crude oil and petroleum products reserve system in a modern, safe and efficient manner in order to strengthen national energy security. In this process, learning from international experience in underground storage technology, operational management and risk response is a practical necessity. The Minister proposed that KNOC share its experience in the planning, design, construction and operation of petroleum products reserve facilities, particularly underground storage facilities, as well as related systems, and cooperate in organizing training programs for Vietnamese personnel.
Minister Le Manh Hung proposed that the two sides continue to build on the existing foundation of cooperation and explore cooperation models that are suitable to the needs and legal frameworks of each country, thereby helping enhance reserve capacity, diversify supply security instruments and strengthen the ability to respond to energy supply disruptions. The Minister also proposed that enterprises of the two sides, namely PetroVietnam (PVN) and KNOC, establish focal points for exchanges to continue sharing experience and supporting Viet Nam in the development of oil reserve facilities in the coming period.
The Minister stressed that, amid increasingly complex geopolitical developments and fluctuations in the global energy market, enhancing petroleum reserve capacity is one of the key factors in strengthening national energy security and ensuring stable supplies for production and daily life.
The visit and working session at the Guri facility provided an opportunity for the Vietnamese side to directly study the Republic of Korea's experience in organizing its national oil reserve system, while also expanding substantive exchanges between the two countries in the field of energy security.
