Ministry of Industry and Trade launches emulation movement to achieve sustainable double-digit growth

On July 28, Minister of Industry and Trade Le Manh Hung signed Decision No. 1912/QD-BCT promulgating the Plan to implement the Emulation Movement "Determined to Successfully Achieve Sustainable Double-Digit Growth"for the 2026 - 2030 period.

Launching an emulation movement toward sustainable double-digit growth

According to the Decision, with a view to harnessing the strength of the entire political system and society in successfully achieving the sustainable double-digit growth target for 2026 - 2030, as set out in the Resolution of the 14th National Party Congress, the Prime Minister signed Decision No. 1181/QD-TTg on July 1, 2026, approving the Plan to implement the Emulation Movement "Determined to Successfully Achieve Sustainable Double-Digit Growth" for the 2026 - 2030 period.

Pursuant to Decision No. 1181/QD-TTg, the Ministry of Industry and Trade has launched the movement across the Ministry to ensure its broad-based, effective and practical implementation.

The Plan outlines three guiding principles. Accordingly, the movement shall be carried out under the comprehensive and direct leadership of the Communist Party of Vietnam and the unified administration of the State. It seeks to promote the role and responsibility of Party committees and organizations in communication and public outreach, mobilize Party members, civil servants, public employees and officials of the Ministry, encourage participation from all sectors of society, and strengthen supervision and social oversight by the Vietnam Fatherland Front and socio-political organizations. The movement also calls for concerted efforts from the entire political system, the business community and every citizen to foster unified awareness and coordinated action in implementing the Resolution of the 14th National Congress.

The emulation movement is closely linked to institutional reform, improving the quality of law enforcement, streamlining administrative procedures, fostering innovation, accelerating digital and green transformation, promoting thrift and combating wastefulness. The achievement of growth targets and improvements in people's living standards will serve as the key benchmarks for evaluating the effectiveness of the movement.

Departments, agencies, public service units and state-owned enterprises under the Ministry are required to organize the movement in close alignment with their political mandates and socio-economic development targets, while focusing on grassroots implementation under the guiding principle that the people are the foundation, the center and the driving force of development.

Regarding its objectives, the Plan aims to create new momentum for scientific and technological advancement, digital transformation, green growth, the knowledge economy and the circular economy, while strengthening national governance and institutional management to meet the requirements of a developmental, service-oriented government that serves the people.

At the same time, it seeks to inspire solidarity, self-reliance, confidence, national pride and aspirations for action among collectives, Party members, civil servants and public employees across all sectors of the Ministry, with a determination to successfully achieve sustainable double-digit growth during the 2026 - 2030 period.

The Plan also sets out targets to successfully fulfill the socio-economic development objectives established by the Resolution of the 14th National Party Congress; the targets and tasks outlined in the Government's Action Program implementing the Resolution; and the objectives contained in the Ministry's Action Program implementing Government Resolution No. 109/NQ-CP dated April 16, 2026, which updates and supplements the Government's Action Program for implementing the Resolution of the 14th National Party Congress and Conclusion No. 18-KL/TW of the Party Central Committee on the five-year socio-economic development plan, national financial strategy, public debt management and medium-term public investment plan for 2026 - 2030, in line with the goal of achieving double-digit growth, together with the development objectives and tasks assigned to each unit.

Among these, the most significant target is to strive for an average annual GDP growth rate of 10% or higher, while maintaining macroeconomic stability, keeping inflation under control, safeguarding major economic balances, improving the effectiveness and efficiency of government administration at all levels, comprehensively enhancing people's living standards, and realizing the goal of becoming, by 2030, a developing country with modern industry, upper-middle-income status, and one of the world's 30 largest economies by GDP.

Implementing emulation initiatives and recognizing outstanding collectives and individuals

Under the Plan, the emulation movement will focus on several key areas. These include promoting the development of a comprehensive institutional framework that supports sustainable development, creates breakthroughs in economic growth, improves the investment and business environment, enhances connectivity among markets, including financial, labor and science and technology markets, unleashes productive capacity, mobilizes resources and encourages legitimate wealth creation.

The movement also promotes the effective mobilization and utilization of all available resources; stronger support for businesses; accelerated development of science, technology, innovation, digital transformation, green transformation and sustainable energy; more efficient management and use of natural resources; environmental protection; and the promotion of thrift and waste reduction.

Another key area is strengthening national defense and security, safeguarding national sovereignty and political stability, maintaining public order and safety, responding promptly to emergencies, restoring production and business activities following disruptions, stabilizing people's livelihoods, and supporting socio-economic development.

The movement also encourages the development of synchronized and modern infrastructure, stronger regional connectivity, the advancement of the marine economy and urban development, with a focus on accelerating the implementation of major projects.

For enterprises, the Plan sets targets of average annual revenue growth of 8 - 12%, stable annual profit growth of 5 - 10%, annual budget contributions increasing by 5%, and labor productivity growth of 6 - 8% per year.

In parallel, enterprises are encouraged to expand the application of science, technology and innovation in production and business operations, improve energy efficiency, promote green, clean and resource-efficient production, develop the digital economy, knowledge economy, green economy and circular economy, while ensuring environmental protection, food safety and occupational safety.

Enterprises are also expected to make greater contributions to the state budget, fulfill their corporate social responsibilities, actively participate in community initiatives, and contribute meaningfully to emulation movements launched by the Ministry of Industry and Trade and local authorities.

The Plan requires civil servants and public employees to demonstrate initiative and creativity through practical, measurable solutions that contribute to socio-economic development, national defense and security, and sustainable double-digit growth. Annual performance evaluations will be tied to work effectiveness and individual accountability in the discharge of official duties.
