Ministry of Industry and Trade issues Action Program to pursue double-digit growth
On July 24, Minister of Industry and Trade Le Manh Hung signed Decision No. 1889/QD-BCT issuing the Ministry of Industry and Trade's Action Program to implement Government Resolution No. 168/NQ-CP, dated June 27, 2026, on updating the growth scenario and key solutions for the remaining quarters of the year to achieve the 2026 growth target of at least 10% while maintaining macroeconomic stability.
Synchronized implementation of key tasks
Under the Decision, the Action Program aims to ensure the synchronized, determined and effective implementation of tasks and solutions under the Ministry's state management responsibilities in carrying out Government Resolution No. 168/NQ-CP. It also translates the Government's assigned tasks into measures aligned with the Ministry's functions and responsibilities, contributing to the achievement of Vietnam's 2026 socio-economic development goals.

Based on the results achieved in the first six months of 2026, the Ministry identified the need to prioritize breakthrough solutions to offset the remaining gaps in the sector's growth targets, with the goal of meeting and exceeding the targets assigned by the Government. Priority will be given to indicators that fell short of their six-month targets, including the Index of Industrial Production (IIP), total power generation capacity, total retail sales of goods and consumer service revenue, B2C e-commerce growth, and the proportion of enterprises adopting e-commerce.
The Action Program also seeks to further strengthen the role of the industry and trade sector as one of the key drivers of economic growth by accelerating the development of processing and manufacturing industries; ensuring adequate supplies of electricity, petroleum products and other essential goods for production and consumption; promoting exports through market diversification and more effective utilization of free trade agreements (FTAs); and expanding the domestic market, e-commerce, digital transformation and new growth drivers.
In addition, the program aims to improve the effectiveness and efficiency of state management, reform governance methods by focusing on objectives, performance indicators and outputs, strengthen the accountability of heads of units under the Ministry in implementing assigned tasks, and clearly define the responsibilities of each department, agency, affiliated unit and provincial and municipal Departments of Industry and Trade for individual sectoral growth targets.
Implementation of the Action Program must closely follow the Government's guiding principles, objectives, tasks and solutions under Resolution No. 168/NQ-CP, ensuring consistency, coordination, determination and targeted implementation while linking performance to both sectoral growth targets and the growth objectives of each locality and sector.
Boosting industrial production and trade
Regarding major tasks and solutions, the Ministry has instructed its affiliated units to promptly implement the specific assignments set out in the appendix to the Decision.
Accordingly, the units are required to focus on promoting industrial production as the primary growth engine of the sector while also accelerating trade, import-export activities, domestic market development and e-commerce, and making effective use of new growth drivers.
The Ministry also called for continued efforts to improve the institutional framework, advance administrative reform and digital transformation, and enhance the effectiveness and efficiency of state management to create a more favorable environment for investment and business activities.
At the same time, resources will be concentrated on ensuring the quality and progress of draft laws assigned to the Ministry for submission to the National Assembly during its August and October 2026 sessions. The Ministry will also accelerate the drafting and issuance of detailed implementing regulations and guidance to ensure there are no legal gaps following the adoption of new laws and resolutions.
In terms of monitoring and implementation, the Action Program requires stronger monitoring, analysis and forecasting to promptly propose solutions to risks that could affect the achievement of growth targets. It also calls for close monitoring of sectoral growth indicators by locality, sector and key projects, enabling proactive coordination with relevant agencies to address bottlenecks related to investment procedures, land, environmental issues, site clearance, capital and other emerging challenges.
The program further requires stronger inspection and supervision of task implementation, timely resolution of issues within the Ministry's authority or submission of matters beyond its authority to competent agencies, and the establishment of monitoring and reporting mechanisms to support management and evaluate implementation results in connection with the accountability of agency heads.
For localities that have not achieved at least one of the two growth indicators, namely the Index of Industrial Production (IIP) or total retail sales of goods and consumer service revenue, the Ministry urged continued implementation of solutions during the remaining months of 2026 to meet their targets. These include managing growth based on monthly growth scenarios, prioritizing support for industrial production and industrial, energy and logistics projects with broad spillover effects, stimulating consumer demand, strengthening supply-demand linkages, expanding the distribution of Vietnamese products through modern retail systems, and promoting e-commerce.
For localities that have already met or exceeded both growth indicators, the Index of Industrial Production (IIP) and total retail sales of goods and consumer service revenue, the Ministry encouraged them to sustain their growth momentum and strive to surpass their annual targets. They are also urged to proactively expand production capacity, boost domestic consumption and exports, reinforce their role as leading growth poles, strengthen regional connectivity, and share governance and implementation experience with localities recording lower-than-target performance.
