Deputy Minister Truong Thanh Hoai holds bilateral meetings with wind power partners in Hamburg, Germany
On September 24, 2026, as part of his working programme in the Federal Republic of Germany, Deputy Minister of Industry and Trade Truong Thanh Hoai held bilateral meetings with leaders of the Global Wind Energy Council (GWEC), Siemens Energy and KfW.
The Vietnamese side was represented by the Department of Foreign Market Development and Multilateral Trade, the Electricity Authority of Viet Nam (EAV), the Viet Nam Industry Agency (VIA), the Department for Science Technology and Digital Transformation (DSTD), the Viet Nam Trade Office in Germany, Vietnam National Industry - Energy Group (Petrovietnam, PVN) and Petrovietnam Technical Services Corporation (PTSC).
At the meeting with the Global Wind Energy Council (GWEC), the GWEC delegation included CEO Ben Backwell, Deputy CEO Rebecca Williams and Director of GWEC Viet Nam Bui Vinh Thang. GWEC representatives outlined the development direction of Viet Nam's wind power market in the coming period and proposed areas of support for the Ministry of Industry and Trade.

In response, Deputy Minister Truong Thanh Hoai thanked GWEC for its close coordination in organising the seminar themed "Offshore wind power in Viet Nam: Opportunities and Challenges", which was held carefully and successfully. He also thanked the council for successfully organising the Asia Pacific Wind Energy Summit in Hanoi on June 10 - 11, 2026. The event provided a forum to promote Viet Nam's policies, infrastructure and supply chains to investors, equipment manufacturers and international financial institutions in the global wind power sector.

Given its role as the global representative organisation for the wind energy industry, the Ministry of Industry and Trade called on GWEC to encourage investors, equipment manufacturers and international financial institutions to invest in wind power projects in Viet Nam in line with the objectives and orientations of the National Power Development Plan for the 2021-2030 period, with a vision to 2050, while ensuring energy security. The council was also encouraged to facilitate the search for Vietnamese partners for cooperation and technology transfer, helping Viet Nam achieve greater technological self-reliance and participate more deeply in the global value chain for offshore wind power development.
Established in 2005, the Global Wind Energy Council (GWEC) is the global representative organisation for the wind energy industry, with more than 1,500 members in over 80 countries, including leading project developers, manufacturers, investors and equipment suppliers. GWEC member companies account for around 70% of the total installed wind power capacity worldwide.
Following the meeting, Deputy Minister Truong Thanh Hoai held a bilateral working session with Siemens Energy. The Siemens delegation included Pratyush Nag, Director of Management and Global Product Development; Oliver Berendt, Director of Offshore Wind Technology Transfer; Niels Steenberg, Director of Offshore Wind for the Asia-Pacific region; and Le Thi Phuong Nhi, Managing Director of Siemens Energy Vietnam.

At the meeting, Deputy Minister Truong Thanh Hoai shared information on Viet Nam's overall wind power planning, including offshore wind power, under the National Power Development Plan for the 2021-2030 period, with a vision to 2050. The two sides discussed the necessary conditions for developing an offshore wind power industry, supply chains and manufacturing facilities in Viet Nam, while also discussing policy mechanisms to facilitate effective technology transfer, contributing to the development of a supply chain for Viet Nam's offshore wind power industry and laying a foundation for the country to participate more deeply in regional and global offshore wind power supply chains.

The Deputy Minister added that the Ministry of Industry and Trade is developing a list of important tools related to energy security and national security, particularly investment in offshore wind power. By 2030, Viet Nam aims to master logistics and OEM services.

On the same day, Deputy Minister Truong Thanh Hoai met with Ostholl Mark, Director of KfW. At the meeting, Ostholl Mark gave an overview of KfW, Germany's development bank, and its activities and contributions to promoting sustainable economic development, the energy transition and support for renewable energy projects in Vietnam. He also introduced KfW's current financial solutions and support mechanisms in Vietnam, including funding, lending and guarantee programmes for energy projects.
The Deputy Minister affirmed that Viet Nam welcomes potential financial solutions and investment support for offshore wind power projects in the country, as well as KfW's international experience in this field. A representative of KfW's leadership thanked the Deputy Minister for providing specific information on the development of offshore wind power in Viet Nam and expressed KfW's interest in the legal framework, investment environment and support mechanisms for projects in Viet Nam in the future.
Viet Nam is continuing to improve legal regulations in the electricity and relevant industrial sectors concerning the development of wind power projects, technological self-reliance, localisation and the development of the wind power industry. Drawing on international experience in wind power development, Deputy Minister Truong Thanh Hoai called on partners to actively participate in and contribute their views to the formulation of relevant regulations, helping the Ministry of Industry and Trade improve the relevant legal framework and promote the development of Vietnam's offshore wind power industry.
