Expanding cooperation space for Vietnam - India information technology services

Following the success of the Vietnam - India Electronics and Information Technology Business Forum held on March 23, 2026 by the Vietnam Trade Office in India in New Delhi, on March 25, 2026, the office facilitated and supported the Vietnam Software and IT Services Association (VINASA) and the Services Export Promotion Council of India (SEPC) in signing a memorandum of understanding (MOU). This marks a concrete step in implementing the outcomes of the forum, while opening a new framework for cooperation in information technology and digital services between the two countries.

The event took place as part of a business trip by the VINASA delegation attending IndiaSoft 2026 and continued a series of effective trade promotion activities, including the Vietnam - India Electronics and Information Technology Business Forum held at the Embassy of Vietnam in New Delhi on March 23, 2026. These activities have contributed to strengthening business connectivity and promoting cooperation in digital technology, software services and innovation between the two countries.

Speaking at the signing ceremony, Nguyen Thi Thu Giang, Vice Chairwoman and Secretary General of VINASA, emphasized that establishing cooperation with SEPC is significant in supporting Vietnamese IT enterprises to expand their presence in the Indian market, while enhancing their ability to participate in the global digital services network, particularly in software outsourcing, digital transformation and technology service provision.

On the Indian side, Abhay Sinha, Director General of SEPC, highly appreciated the complementary potential between the two economies, affirming that SEPC stands ready to work closely with VINASA in implementing business matching activities, promoting service exports and developing specific cooperation projects. SEPC also expressed its desire to continue coordinating with the Vietnam Trade Office in India to expand connections with Vietnamese enterprises across other potential sectors.

Bui Trung Thuong, Trade Counsellor of Vietnam in India, affirmed that the signing of the MOU is a direct result of the series of trade promotion activities led by the trade office, clearly demonstrating its proactive role in connecting and accompanying enterprises to foster substantive cooperation between businesses of the two countries.

He stressed that Vietnam and India possess clear complementary advantages in information technology, with Vietnam emerging as a hub for manufacturing and technology development, while India holds leading strengths in software and digital services. Cooperation in information technology, electronics and the digital economy not only aligns with the strategic development orientations of both countries but also serves as a new driving force for boosting bilateral trade growth, in which electronics, computers and components continue to account for the largest share of trade value. Strengthening business connectivity and implementing concrete cooperative initiatives will contribute to enhancing the position of Vietnamese and Indian enterprises in the global value chain.

Under the agreement, VINASA and SEPC will coordinate to implement activities promoting trade and investment in information technology and services, including organizing business delegations, business-to-business (B2B) connections, sharing market information and policies, as well as supporting enterprises of both countries in accessing cooperation opportunities and expanding markets. The Vietnam Trade Office in India will continue to play a coordinating and supporting role throughout the implementation of these cooperation activities.

The signing of the MOU between VINASA and SEPC is expected to create new momentum for Vietnam–India cooperation in digital technology, thereby strongly promoting trade in services, innovation and sustainable growth. At the same time, this outcome further affirms the proactive, flexible and effective role of the Vietnam Trade Office in India in leading, connecting and translating cooperation opportunities into concrete and practical results, in line with the requirements of bilateral economic development in the new period.
