Acting Minister of Industry and Trade Le Manh Hung and candidates for the 16th National Assembly meet voters in Constituency No. 02 of Hai Phong City

On March 6, Central Committee member of the Communist Party of Vietnam, member of the Party Committee of the Government, Secretary of the Party Committee and Acting Minister of Industry and Trade Le Manh Hung, together with candidates for the 16th National Assembly from Constituency No. 02 of Hai Phong City, held voter meetings and conducted election campaigning in Kien An Ward and Thanh Ha Commune.

The meetings were held directly at the People’s Committees of Kien An Ward and Thanh Ha Commune, and were simultaneously connected online to multiple local venues across communes and wards within Constituency No. 02. Attending the event were Pham Van Lap, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Hai Phong Fatherland Front Committee, and Nguyen Duc Tuan, member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the Hai Phong Fatherland Front Committee.

Five candidates for the 16th National Assembly from Constituency No. 02 participated in the voter meetings. They include Le Manh Hung, Central Committee member, member of the Party Committee of the Government, Secretary of the Party Committee and Acting Minister of Industry and Trade; Associate Professor Dr. Bui Xuan Hai, Secretary of the Party Committee and President of Hai Phong University; Pham Thu Xanh, Deputy General Director and Chairwoman of the Executive Council of Hai Phong International Hospital System, Secretary of the Party Committee and Director of Hai Phong International Obstetrics and Pediatrics Hospital; Tran Thi Thanh Huyen, Head of the Microbiology Department at Hai Phong Obstetrics and Gynecology Hospital; and Hoang Minh Phuong, lecturer at the Faculty of Foreign Languages of Hai Phong University.

At the meetings, representatives of the Hai Phong Fatherland Front Committee introduced brief biographies of the candidates. The candidates then presented their action programs, focusing on improving the quality of legislative activities, oversight, and decision-making on major national issues; promoting socio-economic development; improving the business and investment environment; and ensuring social welfare. They also pledged to maintain close ties with voters, listen attentively, and fully convey the opinions and aspirations of the people to the National Assembly and relevant authorities.

Voters from Constituency No. 02 expressed strong agreement with the candidates’ qualifications, competence, moral standards, and action programs. Many voters also voiced particular impressions of the action program presented by Acting Minister of Industry and Trade Le Manh Hung.

In his action program presented at the meeting, Acting Minister Le Manh Hung stated that, in his current role as head of the Ministry of Industry and Trade, if entrusted by voters in Hai Phong to serve as a deputy to the 16th National Assembly, he would focus on several key priorities.

First, in support of the country’s socio-economic development, he pledged to actively participate in improving and shaping the institutional framework, contributing to the drafting and revision of laws and resolutions of the National Assembly. He also committed to promoting the National Assembly’s supreme oversight role to ensure that policies and guidelines are effectively implemented, thereby supporting production and business activities and improving people’s living standards, especially for disadvantaged and vulnerable groups. In addition, he will take part in major national decision-making processes aimed at enhancing Vietnam’s international standing.

For the industry and trade sector in the 2026–2030 period, he said he would direct the entire sector to effectively carry out key tasks such as improving institutional frameworks, promoting industrial development, fostering sustainable growth of the domestic market, expanding export markets, accelerating administrative reform, advancing digital transformation, and strengthening discipline within the civil service.

Regarding Hai Phong City, Acting Minister Le Manh Hung highlighted three strategic directions: promoting high-tech industrial development associated with green energy transition; building Hai Phong into the country’s leading marine economic and logistics center; and supporting businesses in integrating more deeply into global supply chains.

He also reaffirmed his commitment to maintaining close connections with voters, listening to and promptly reflecting their concerns and aspirations, and coordinating efforts to propose practical solutions for socio-economic development, improving people’s livelihoods, and strengthening social welfare programs. At the same time, he pledged to uphold a strong sense of responsibility, maintain firm political integrity, strictly follow the Party’s guidelines and the State’s laws and policies, and continuously improve his professional competence and moral standards. He also vowed to proactively research and propose solutions to emerging issues in order to protect the legitimate interests of voters and contribute to the development of Hai Phong and the country as a whole.

During the meetings, voters also raised a number of recommendations related to development goals, maintaining macroeconomic stability, and ensuring social welfare. Many stressed the need to accelerate the development of industry and high technology, as well as logistics systems and supply chains, in order to attract investment in agriculture and help farmers access markets more effectively. Other concerns included energy development, healthcare, education, rural and agricultural development, and increased support for vulnerable groups in society.

Among the speakers, voter Do Tat Hung from Tran Thanh Ngo 2 residential group in Kien An Ward expressed strong expectations for the development of the industrial and energy sectors, calling for stronger policies to attract semiconductor manufacturing, high-tech industries, and digital economy enterprises to invest in Hai Phong.

From the perspective of education and human resources, voter Nguyen Huu Thuy, who works at the Kien An Ward Health Center, proposed that candidates elected to the 16th National Assembly should pay greater attention to developing high-quality human resources. In particular, he emphasized the importance of training teachers and expanding programs related to artificial intelligence, digital transformation, and STEM education.

Regarding rural development, voter Do Van Trong from Quyet Thang Commune suggested continued investment in rural infrastructure, including irrigation systems and electricity and water supplies for production. He also called for additional programs to support agricultural product consumption, helping farmers secure stable markets and gradually improve income and living standards.

On behalf of the candidates, Acting Minister of Industry and Trade Le Manh Hung expressed appreciation for the voters’ thoughtful and responsible contributions. Addressing several issues raised by voters, he affirmed that if elected to the National Assembly, he would faithfully implement the commitments outlined in his action program, continue conveying voters’ opinions to competent authorities, and make every effort to live up to the trust and expectations of the electorate.
