MoIT leader works with the US Semiconductor Industry Association
Minister of Industry and Trade Nguyen Hong Dien held a working session with representatives of the US Semiconductor Industry Association (SIA) on the afternoon of November 13, 2025 (local time) in Washington, DC. The delegation was led by SIA President and CEO John Neuffer, together with senior executives from major semiconductor companies.
Speaking at the meeting, Minister Dien praised SIA’s role in shaping policies, promoting cooperation and fostering innovation in the global semiconductor sector. He stressed that Vietnam has identified science-technology, innovation and digital transformation as key drivers of growth, with semiconductors, artificial intelligence, big data and green technologies positioned as strategic industries that will define the country’s future economic structure.
The government has approved the national strategy for semiconductor industry development through 2030 with a vision to 2045, anchored on three development pillars. The minister proposed that SIA strengthen cooperation with Vietnam in priority areas, including workforce development and advanced training, technology transfer, investment collaboration and R&D activities, supply-chain development and semiconductor-supporting industries.

He also called for SIA’s support in policy research and regulatory reform, especially in facilitating policy dialogue between the two governments. A key expectation, he noted, is greater flexibility from the US side in high-tech transfer rules to help establish a more conducive legal framework for long-term cooperation.
For his part, SIA President John Neuffer welcomed Vietnam’s strategic approach, underlining that the country is becoming an increasingly important link in the global semiconductor supply chain. He commended Vietnam’s timely adoption of a national semiconductor strategy, which demonstrates clear policy direction and long-term vision.
Executives from US semiconductor firms shared insights into the sector’s shifting global landscape and emphasized the long-term growth potential they see in Vietnam. Many expressed a strong interest in expanding cooperation with Vietnamese ministries, training institutions and local partners, as well as deepening engagement in the country’s growing industrial ecosystem.

They also spoke highly of Vietnam’s consistent and proactive approach in reciprocal trade negotiations with the US, noting that such efforts have built trust and policy clarity, factors that encourage US companies to formulate strategic investment plans in Vietnam and contribute to a more balanced bilateral trade relationship.

Minister Dien welcomed the feedback and proposals from the US companies. He provided updates on ongoing reciprocal trade negotiations and encouraged businesses to voice their recommendations to the US Government and relevant agencies, helping promote a more flexible and practical approach so the talks can be concluded with the most positive outcomes.
