Ministry of Industry and Trade holds thematic meeting on legislative development and key tasks for the third quarter

On the afternoon of 7 July, Minister of Industry and Trade Le Manh Hung chaired a thematic meeting on legislative development for the industry and trade sector, as well as the implementation of key tasks for the third quarter.

The meeting reviewed the progress of drafting and finalising legal normative documents while identifying solutions to ensure that all assigned tasks are completed in accordance with the approved legislative agenda and work plans.

Reporting at the meeting, Ngo Duc Minh, Director of the Legal Department, stated that the Ministry of Industry and Trade has essentially completed the Government’s programme for drafting detailed implementing regulations. This reflects the proactive and determined efforts of the Ministry’s units in advancing institutional reform and strengthening the legal framework.

Looking ahead, the Ministry will continue finalising dossiers for submission to the Government and the National Assembly for three major legislative projects, including: (i) the Law Amending and Supplementing a Number of Articles of the Law on Electricity; (ii) the Law on Commodity Derivatives Trading; and (iii) the Law Amending and Supplementing a Number of Articles of the Commercial Law, the Competition Law, the Law on Foreign Trade Management, and the Law on Protection of Consumers’ Rights.

According to the Legal Department, the third quarter of 2026 marks the peak period for implementing the 2026 legislative programme. During this period, the Ministry will simultaneously undertake numerous legislative tasks, including drafting detailed implementing regulations and legal normative documents under the authority of the Minister. These tasks also serve the extraordinary session of the National Assembly scheduled for July - August 2026, the Government’s work programme, and directives issued directly by the Prime Minister.

Specifically, the Ministry is required to complete 23 legal documents, of which nine have been designated as priority tasks, including four legislative projects, one National Assembly resolution, and four government decrees. Under the current timetable, most of these documents are expected to be completed on schedule. For several amending decrees, the responsible units are continuing to accelerate drafting to ensure both quality and timely submission to the competent authorities.

Accelerating legislative development to create new momentum for growth

During the meeting, Minister Le Manh Hung listened to reports from leaders of departments and agencies on the progress of drafting and finalising legal normative documents. He instructed all units to focus on addressing outstanding difficulties and bottlenecks, expedite the implementation of priority tasks, ensure the quality of legal documents, and complete all assignments within the prescribed deadlines.

The Minister acknowledged and commended the efforts of the Legal Department and relevant units for successfully completing the legislative agenda for the first six months of the year. He also highly appreciated the Legal Department for, for the first time, formulating a comprehensive strategy for legislative development, providing a foundation for ministries and units to proactively plan legislative work over the short, medium, and long term.

Regarding the legislative programme for the third quarter and the remaining months of the year, the Minister instructed all units to conduct a comprehensive review of implementation progress, document quality, and potential risks that could affect the completion of assigned tasks. They were also required to proactively identify risks related to policy content, implementation schedules, and appraisal procedures in order to develop timely solutions, with the clear objective of ensuring that no assigned task is delayed.

The Minister further instructed the Legal Department to urgently develop detailed implementation plans for each task, clearly defining specific work items, completion deadlines, and the responsibilities of each unit and individual. These plans must be circulated to the lead units ahead of the prescribed deadlines and integrated into the Ministry’s work management system to facilitate regular monitoring, supervision, and prompt resolution of emerging issues.

Beyond immediate priorities, Minister Le Manh Hung directed all units to promptly research and formulate a strategy for improving the institutional and legal framework of the industry and trade sector through 2030. The strategy should not only ensure the completion of the 2026 legislative agenda but also set out a roadmap identifying the laws, decrees, and circulars requiring amendment or supplementation during the 2027 - 2030 period, drawing on practical experience in state management and the sector's evolving development requirements.

The Minister underscored that development governance must first and foremost be guided by strategic vision. Accordingly, legislative development should be integrated into the overall development strategy of the industry and trade sector, ensuring coherence among three fundamental pillars: development strategies, planning, the system of standards and technical regulations, and the legal framework. The formulation of a strategy for developing and improving the legal system governing the industry and trade sector should therefore be considered within this broader strategic framework throughout the implementation process.
