Vinh Long accelerates implementation of the 2025 E-Commerce Law

In an effort to strengthen state management of e-commerce, meet the requirements for implementing the 2025 E-Commerce Law, and promote local digital transformation, the Department of Industry and Trade of Vinh Long Province, in collaboration with the eCommerce Development Center (eComDX) under the Vietnam E-Commerce and Digital Economy Agency (iDEA), Ministry of Industry and Trade, organized a training conference from July 7 to 9, 2026. The event aimed to disseminate knowledge on e-commerce applications to civil servants and public officials across the province.

 

Enhancing transparency in the e-commerce market

To strengthen state management capacity in e-commerce, meet the requirements for implementing the 2025 E-Commerce Law, and accelerate digital transformation at the local level, the Department of Industry and Trade of Vinh Long Province, in cooperation with the eCommerce Development Center (eComDX) under the Vietnam E-Commerce and Digital Economy Agency (iDEA), Ministry of Industry and Trade, held a training conference from July 7 to 9, 2026, to provide civil servants and public officials with updated knowledge on e-commerce applications.

Vinh Long is among the first localities in Vietnam to issue its 2026 - 2030 E-Commerce Development Plan, adopted in January 2026. The plan sets out comprehensive objectives and solutions to translate into action the policies of the Government and the Ministry of Industry and Trade on e-commerce development. It focuses on developing digital infrastructure, strengthening digital capabilities for enterprises and state management agencies, and promoting the adoption of e-commerce in production, business operations, and the consumption of local products. The plan is regarded as a timely initiative that lays the foundation for e-commerce to become a key driver of digital transformation, market expansion, and enhanced business competitiveness, while contributing to the sustainable development of the local digital economy.

Pham Phuoc Trai, Deputy Director of the Vinh Long Department of Industry and Trade, noted that in recent years, e-commerce has become one of the key drivers of economic growth, business development, and enhanced local competitiveness. In particular, following the expansion of Vinh Long Province's development space, the need to accelerate digital transformation, foster the digital economy, and integrate e-commerce into state management has become more urgent than ever.

The year 2026 marks a significant milestone as the 2025 E-Commerce Law officially took effect on July 1. The new legislation establishes a legal framework for developing a transparent, modern, secure, and sustainable e-commerce ecosystem. At the same time, a wide range of new provisions concerning decentralization of state management, responsibilities of competent authorities, consumer protection, digital data governance, product traceability, and the regulation of commercial activities in the digital environment have been introduced. Against this backdrop, civil servants and public officials from provincial departments, agencies, and local governments need to stay abreast of the new regulatory framework, strengthen their management capabilities, and enhance inter-agency coordination in overseeing e-commerce activities.

AI helps improve business efficiency in the digital marketplace

At the conference, Nguyen Huu Tuan, Director of eComDX, provided an overview of state management in Vietnam's e-commerce sector and the latest e-commerce trends. He also introduced the 2025 E-Commerce Law and Government Decree No. 248/2026/ND-CP.

His presentation focused on clarifying the scope of regulation, applicable entities, and key new policy provisions under the Law. It also explained the classification of e-commerce platforms, social media platforms engaged in e-commerce activities, and integrated digital platforms. In addition, he analyzed the responsibilities of platform operators, sellers, buyers, logistics service providers, payment service providers, and other supporting organizations within the e-commerce ecosystem.

According to the Director of eComDX, the Law and its implementing Decree introduce a number of new provisions aimed at enhancing market transparency. These include requirements for platforms to publicly disclose the criteria used to prioritize product displays, establish regulations governing livestream sales, implement electronic verification of sellers, create mechanisms for receiving and handling violations within 24 hours, strengthen data connectivity and sharing with state management agencies, and apply technology to monitor e-commerce activities.

In addition to strengthening consumer protection and fostering a fair competitive environment, the new regulations also create significant opportunities for local authorities to improve the effectiveness of state management, accelerate the digital transformation of enterprises, cooperatives, and household businesses, and support the online development of local specialty products and OCOP (One Commune One Product) products. These provisions will serve as an important foundation for local governments to proactively develop implementation plans, intensify communication and guidance for business entities to ensure compliance with legal requirements, and unlock the full potential of e-commerce as a driver of digital economic development in the new era.

Besides introducing the new legal framework governing e-commerce, Nguyen Huu Tuan also guided local state management officials in Vinh Long on how to identify common violations and enforce administrative sanctions for e-commerce-related offences in accordance with current regulations.

During the training programme, the session on the application of artificial intelligence (AI) in e-commerce attracted considerable interest from participants. Representing eComDX, Cao Qui Long of the Information, Services and Training Division introduced a range of AI-powered tools designed to support both public administration and business activities on e-commerce platforms and social media. He also demonstrated how AI can be leveraged for market research, content creation for online sales, advertising optimisation, customer service, and the efficient operation of Shopee storefronts. In addition, participants received hands-on guidance on applying AI to document drafting, design, report preparation, and the optimisation of online sales activities.

The 2025 E-Commerce Law and Government Decree No. 248/2026/ND-CP detailing a number of articles and measures for its implementation officially took effect on July 1, 2026. In preparation for the effective enforcement of the new legal framework and to meet emerging requirements in the new development context, the Departments of Industry and Trade in numerous localities, including Hai Phong, Thanh Hoa, Quang Ngai, Phu Tho, Quang Ninh, Son La, Vinh Long and Hue, have partnered with the eCommerce Development Center (eComDX) under the Vietnam E-Commerce and Digital Economy Agency (iDEA), Ministry of Industry and Trade, to organise training conferences and knowledge dissemination programmes on e-commerce applications for state management officials, enterprises, cooperatives and household businesses across their respective localities.
