Ministry of Industry and Trade tightens measures to ensure power supply for the 14th National Party Congress

The Ministry of Industry and Trade (MoIT) requires power sector units to proactively prepare all possible scenarios to ensure the safe, stable and continuous operation of the power system during the 14th National Party Congress and the Lunar New Year 2026.

Absolute priority given to power safety for the 14th National Party Congress

On January 16, at the headquarters of Tu Liem Power Company, Deputy Minister Nguyen Hoang Long chairs a meeting to review preparations for ensuring electricity supply during the 14th National Congress of the Communist Party of Vietnam and the Lunar New Year of the Year of the Horse 2026.

The meeting is attended by leaders of the Electricity Authority of Vietnam; the Department of Industrial Safety Techniques and Environment; the Hanoi Department of Industry and Trade; Vietnam Electricity (EVN); the National Power Transmission Corporation; the National Power System and Market Operation Company Limited; and Hanoi Power Corporation.

Representatives of relevant agencies attend the meeting.  

The 14th National Party Congress is a particularly important political event of the country. Ensuring electricity supply for the Congress and related activities must therefore be placed at the highest level of priority, with requirements for absolute safety, stability and continuity, allowing no disruption or incident to occur.

In addition, ensuring electricity supply is a task of the entire power sector, not solely of Hanoi Power Corporation. It requires close, synchronous and cross-sectoral coordination from central to local levels.

Relevant units are required to proactively calculate and anticipate all possible scenarios and situations, thoroughly review and clearly identify vulnerabilities in the power system, and develop appropriate reinforcement and backup solutions. Power supply plans must be comprehensive, well-prepared and built upon experience gained from previous major political events.

At the same time, experienced and highly qualified personnel are mobilised to directly participate in preparation work and accompany operational units throughout the duration of the Congress, recognising this as a shared political task that demands collective contribution from the entire sector.

Comprehensive review of the power grid, readiness for all scenarios

According to the conclusions of Deputy Minister Nguyen Hoang Long, the National Power System and Market Operation Company Limited is assigned to develop and approve power system operation plans to ensure safe electricity supply before, during and after the Congress and the 2026 Lunar New Year, with particular emphasis on power supply for Hanoi.

For its part, Hanoi Power Corporation is required to proactively coordinate with the Hanoi People’s Committee and local authorities at all levels to ensure unified direction down to wards, communes and residential groups, preventing external factors from affecting the safe operation of the power system. The corporation must implement synchronised measures to ensure safe and reliable electricity supply across the entire city of Hanoi during the Congress, thereby best serving the people.

Hanoi Power Corporation is also tasked with coordinating with the Congress Organising Committee and management units at each event venue to promptly obtain information and identify locations requiring additional measures or enhanced power supply arrangements. For especially important venues, the principle of electricity supply from at least two sources of the national power system must be ensured, together with backup sources using diesel generators and uninterruptible power supply (UPS) systems for particularly critical loads.

The Ministry of Industry and Trade delegation presents gifts to units on duty ensuring electricity supply for the 14th National Party Congress and the 2026 Lunar New Year.  

Throughout the duration of the Congress and the 2026 Lunar New Year, all units are required to implement daily reporting regimes. Consolidated reports must be submitted to the Ministry of Industry and Trade (via the Electricity Authority of Vietnam) for synthesis and timely reporting to the leadership of the Ministry and the Government, ensuring the provision of accurate and up-to-date information.
