Central Commission for Policy and Strategy holds working session with the Ministry of Industry and Trade

On January 14 in Hanoi, a delegation from the Central Commission for Policy and Strategy, together with the Standing Board of the Steering Committee for formulating the project “Strategic solutions to promote double-digit economic growth in the new era - The era of Vietnam’s national resurgence,” in conjunction with the review of Resolution No. 05-NQ/TW of the 12th Party Central Committee, held a working session with the Ministry of Industry and Trade (MoIT).

 

Overview of the working session.

The meeting was co-chaired by Nguyen Duc Hien, Deputy Head of the Central Commission for Policy and Strategy and member of the project’s Steering Committee, and Phan Thi Thang, Deputy Minister of Industry and Trade. Participants included members of the Central Commission’s working delegation and representatives of units under the Ministry of Industry and Trade.

According to the growth scenarios for the Industry and Trade sector for the 2026 - 2030 period, Vietnam will maintain macroeconomic stability, deepen international integration, accelerate institutional reforms, and strengthen the role of industry, energy and trade as key growth drivers. The sector is oriented toward rapid and sustainable growth, with enterprises at the center, focusing on the development of high-tech processing and manufacturing industries, clean energy, and modern trade. Three growth scenarios high, baseline and low have been flexibly designed to proactively respond to risks and seize opportunities. These scenarios are formulated in the context of increasingly complex global economic fluctuations, alongside strong digital transformation, green transition and the restructuring of global supply chains.

Regarding the orientation for implementing Resolution No. 05-NQ/TW in the 2026 - 2030 period, the focus will be on building a clean and strong Party, fostering a breakthrough spirit, and realizing the goal of double-digit growth for the Industry and Trade sector. The sector will proactively pursue comprehensive renewal toward autonomy and sustainability, based on productivity, science and technology, innovation, digital transformation and green transition. Priorities include the development of high-tech industries and sustainable energy, ensuring energy security, modernizing trade and logistics, and improving export quality as well as the effectiveness of international economic integration.

After three hours of discussion, in his concluding remarks, Nguyen Duc Hien, Deputy Head of the Central Commission for Policy and Strategy and member of the project’s Steering Committee, highly commended the serious and responsible preparations, as well as the frank and substantive exchanges by the Ministry of Industry and Trade and related units. He noted that the working session not only helped clarify issues raised in the reports but also contributed to greater consensus in thinking and approach to formulating major policy proposals.

Emphasizing the need for new approaches, Nguyen Duc Hien urged relevant units to focus on refining the core proposals of the project in a concise and succinct manner, with a high degree of breakthrough, clearly identifying key strategic solutions to drive double-digit growth and avoiding overly broad listings of tasks. Inherited contents should be reviewed, reprioritized and closely aligned with the new growth objectives. For the action program, he called for a thorough review and integration to highlight novelty, feasibility and responsiveness to growth requirements, while paying particular attention to the core issues of industry, energy and trade.

At the same meeting, Deputy Minister of Industry and Trade Phan Thi Thang stressed the need for a strong shift in mindset in formulating Resolution No. 05-NQ/TW, making it more closely aligned with practical realities and grounded in supply-demand dynamics and production capacity. She expressed the expectation that the Central Commission for Policy and Strategy would play the role of a “conductor,” providing overall coordination for economic development and addressing fragmentation among sectors. At the same time, she underlined the importance of focusing on the industrial base, small and medium-sized enterprises, as well as targeted stimulus and investment programs to create sustainable growth momentum for the economy.
