MoIT announces decision to merge two colleges in Thai Nguyen province

Following the merger of two colleges in Thai Nguyen province, the newly established institution will be named the College of Industry, Trade and Tourism.

 

Merger decision and personnel arrangements

On January 10, in Thai Nguyen province, the Ministry of Industry and Trade (MoIT) held a ceremony to announce the decision on the merger of two colleges and the renaming of the institution as the College of Industry, Trade and Tourism. Tran Quang Huy, Director General of the Department of Personnel Organization under the Ministry of Industry and Trade, attended and delivered a directive speech at the ceremony. Also attending was Bui Huy Son, Director General of the Department of Planning, Finance and Enterprise Management.

Representing the College of Industry, Trade and Tourism were Nguyen Duc Trung, Secretary of the Party Committee and President of the College.

At the event, Nguyen Quang Hong, Deputy Director General of the Department of Personnel Organization, announced Decision No. 2255/QD-BGDDT on the merger of Thai Nguyen College of Industry in its entirety into the College of Trade and Tourism and the renaming of the merged institution as the College of Industry, Trade and Tourism under the Ministry of Industry and Trade.

He also announced Decision No. 3716/QD-BCT dated December 23 on the functions, tasks, powers and organizational structure of the College of Industry, Trade and Tourism.

Regarding personnel decisions, Deputy Director General Nguyen Quang Hong announced the appointment, for a fixed term, of Nguyen Duc Trung, President of the College of Trade and Tourism, as President of the College of Industry, Trade and Tourism.

Nguyen Thi Viet Huong, President of Thai Nguyen College of Industry, was appointed Vice President of the College of Industry, Trade and Tourism for a fixed term.

Duong Thi Hong Yen, Vice President of the College of Trade and Tourism, was appointed Vice President of the College of Industry, Trade and Tourism for a fixed term.

Nguyen Tien Luat, Vice President of Thai Nguyen College of Industry, was appointed Vice President of the College of Industry, Trade and Tourism for a fixed term.

Nguyen Manh Hien, Vice President of Thai Nguyen College of Industry, was also appointed Vice President of the College of Industry, Trade and Tourism for a fixed term.

A new milestone in restructuring the vocational education system

In his directive remarks, Tran Quang Huy emphasized that the merger of the two colleges was implemented in accordance with Resolution No. 19-NQ/TW dated October 25, 2017, adopted by the Sixth Plenary Session of the 12th Party Central Committee, on continuing to reform the organizational and management system and improving the quality and effectiveness of public service units.

He noted that, based on the proposal of the Ministry of Industry and Trade, the Ministry of Education and Training had issued the decision to merge Thai Nguyen College of Industry into the College of Trade and Tourism and to rename the institution as the College of Industry, Trade and Tourism under the Ministry of Industry and Trade.

“This is a decision of significant importance, marking a new step in the process of restructuring and consolidating the system of vocational education institutions under the Ministry of Industry and Trade, in line with the Party and State’s policy on streamlining the organizational apparatus and enhancing the effectiveness and efficiency of public service units, in conjunction with the implementation of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development,” Tran Quang Huy stressed.

For the Ministry of Industry and Trade, the merger represents an important step in restructuring its network of vocational education institutions, aiming to build colleges of appropriate scale and high quality, closely linking training with the needs of enterprises and the labor market, particularly in the fields of industry, trade and tourism.

The merger of the two colleges under the Ministry in Thai Nguyen province is not merely an administrative restructuring, but a strategic solution to concentrate resources in terms of human resources, facilities and finance, while leveraging the combined training strengths of both institutions to enhance training quality and effectiveness, better meet the workforce needs of the industry and trade sector, and contribute to socio-economic development in the northern midland and mountainous region.

On behalf of the Ministry’s leadership, Tran Quang Huy highly appreciated the close coordination of the Ministry of Education and Training, the attention and support of the Thai Nguyen Provincial Party Committee and the provincial People’s Committee, as well as the proactive and responsible spirit of the leadership, officials and employees of the two colleges throughout the preparation and implementation of the merger plan.

In particular, the Ministry commended the consensus, solidarity, shared responsibility and strong commitment of the teaching staff and administrators, those directly affected by the restructuring, who nonetheless placed the common interests of the sector, the institution and learners above all else.

To ensure that the College of Industry, Trade and Tourism stabilizes its organization and operates effectively, Tran Quang Huy outlined three key tasks.

First, the college’s Board of Management should promptly complete the organizational structure, consolidate Party and mass organizations, and issue working regulations, internal financial regulations and management rules in line with the new model.

Second, the college must ensure that training activities continue smoothly and stably, without affecting the legitimate rights and interests of officials, employees and learners. The institution should continue reviewing and adjusting training programs toward integration and articulation, aligned with the needs of enterprises and the labor market.

Third, the college should leverage the advantages of the post-merger model to focus on developing key disciplines and occupations related to industry, trade and tourism services, while strengthening cooperation with enterprises, industrial zones and tourism areas in training, practical learning and job placement for students.

Tran Quang Huy affirmed that the Department of Personnel Organization would continue to coordinate with relevant units under the Ministry of Industry and Trade to provide guidance and promptly address emerging difficulties, facilitating the college’s early stabilization and development in accordance with its orientation and the provisions of the newly passed Law on Vocational Education No. 124/2025/QH15 and related legal regulations.

Responding to the directives, Nguyen Duc Trung, President of the College of Industry, Trade and Tourism, expressed his gratitude for the attention and support of the Ministry of Industry and Trade, Thai Nguyen province and relevant departments and agencies toward the institution’s education and training mission. He said this encouragement serves as a significant source of motivation for the college’s staff and employees as they enter a new phase of development.

Nguyen Duc Trung affirmed that the Board of Management fully recognizes that being entrusted with leadership responsibilities is both an honor and a major responsibility. In the coming period, the college will promptly consolidate its organizational structure and complete internal regulations and legal procedures to ensure stable and uninterrupted training and enrollment activities. To date, many key tasks have been implemented, laying a solid foundation for the institution’s synchronized operation.

He also committed to building a leadership and management team with a high sense of responsibility, upholding professional ethics, strengthening coordination among departments, faculties and centers, and fostering unity to enhance training quality.

The President expressed his hope to continue receiving guidance from the Ministry of Industry and Trade, Thai Nguyen province and the support of relevant agencies. Building on more than 60 years of tradition and the new opportunities created by the merger, the college aims to develop into a reputable, high-quality, multidisciplinary vocational education institution in the region, achieving rapid and sustainable growth.

The College of Industry, Trade and Tourism is a vocational education institution tasked with training and fostering human resources at the college, intermediate, elementary and lower levels in the fields of industry, trade and tourism, as well as continuing education.

The college is authorized to award diplomas and certificates in education and vocational training in accordance with the law; conduct international cooperation in vocational education; and organize joint training programs as prescribed by law. It also serves as a center for applied scientific and technological research and is permitted to engage in production, business and service activities in accordance with legal regulations.
