Conference seeks to boost exports to achieve double-digit growth target
On June 25, 2026, at the Ministry of Industry and Trade (MoIT) headquarters, Politburo member and Standing Deputy Prime Minister Pham Gia Tuc chaired a conference on promoting exports to achieve a double-digit growth target.
Representing the MoIT were Party Central Committee member and Minister Le Manh Hung; Deputy Minister Phan Thi Thang; and leaders of units under the ministry.
Attending from other ministries and agencies were Lieutenant General Dang Hong Duc, Party Central Committee member and Deputy Minister of Public Security; Mai Thi Thu Van, Deputy Minister-Chairperson of the Government Office; Cao Anh Tuan, Deputy Minister of Finance; Vo Van Hung, Deputy Minister of Agriculture and Environment; Le Anh Tuan, Deputy Minister of Foreign Affairs; Nguyen Minh Hang, Deputy Minister of Foreign Affairs; and Lieutenant General Ha Tho Binh, Deputy Chief of the General Staff of the Vietnam People's Army.
The conference was also attended by representatives of local authorities, industry associations, export enterprises, and media agencies.

Efforts to achieve double-digit export growth
The conference took place as the Government is vigorously implementing tasks and solutions to realize the double-digit economic growth target in accordance with Conclusion No. 18-KL/TW dated April 2, 2026, adopted at the second meeting of the Party Central Committee's 14th tenure regarding the socio-economic development plan for the 2026-2030 period, alongside the goal of achieving double-digit growth, as well as resolutions and directives issued by the Government on socio-economic development in 2026.
Opening the conference, Deputy Minister of Industry and Trade Phan Thi Thang stressed that exports continue to be one of the key drivers of economic growth, contributing to production expansion, job creation, macroeconomic stability, and the enhancement of the country's position in global supply chains.

Over the years, despite facing numerous complexities in the global economy, rising trade protectionism, geopolitical conflicts, exchange rate fluctuations, and increasing logistics costs, as well as stricter technical, environmental, and sustainability standards imposed by many markets, Vietnam's export activities have maintained positive growth momentum. This achievement has been made possible thanks to the close leadership and direction of the Government; the proactive engagement of ministries, sectors, and localities in expanding markets and addressing difficulties for businesses; and the efforts, innovative spirit, and strong adaptability of the Vietnamese business community.

During the first half of 2026, the MoIT actively organized seminars and discussions on export promotion strategies and solutions; closely monitored geopolitical developments and policy changes in importing markets to provide timely recommendations to relevant agencies and businesses; and continuously tracked international market developments and domestic production conditions to formulate appropriate solutions.
"However, in order to achieve high economic growth in the coming period, particularly the double-digit growth target set by the Party and the Government, a stronger impetus from the production and export sectors is required. This calls for renewed thinking, new approaches, and more decisive actions from state management agencies, local authorities, industry associations, and the business community," Deputy Minister Phan Thi Thang said.
Removing obstacles and creating momentum for businesses
Participants focused their discussions on assessing opportunities and challenges facing specific industries and markets, sharing practical experiences in production, business operations, and exports, while proposing solutions to develop and diversify export markets and products, enhance business competitiveness, effectively utilize free trade agreements (FTAs), strengthen trade promotion activities, develop logistics services, and improve compliance with new standards and regulations in importing markets.

Representatives of industry associations and enterprises highly appreciated the support provided by state management agencies, particularly the MoIT, in supplying market information, issuing early warnings on trade barriers, assisting businesses in making use of international integration commitments, expanding markets, and resolving difficulties arising during production and business activities.
Responding to opinions, recommendations, and concerns raised by associations, businesses, and local authorities, Minister Le Manh Hung said that the MoIT had coordinated with the Ministry of Finance and the Ministry of Agriculture and Environment to review import-export performance during the first six months of the year while formulating management solutions to support economic growth and maintain macroeconomic stability in the coming period.

Addressing issues under the ministry's management, the minister noted that the MoIT had cut 367 out of 658 business conditions, equivalent to more than 55.7%; abolished 111 administrative procedures; and simplified 177 others. In the coming period, the ministry will continue reviewing regulations and gathering feedback from businesses and associations to further streamline procedures, helping reduce costs and facilitate production and business activities.
The MoIT is also stepping up efforts to maximize the benefits of FTAs, promote digital transformation in governance and market information services, and strengthen trade remedy warnings for enterprises. At the same time, the ministry is developing long-term strategies and continuing to coordinate with relevant ministries and agencies to address market-related difficulties, develop supporting industries, increase localization rates, and strengthen the autonomy of domestic supply chains in order to enhance the competitiveness of Vietnamese exports.
Minister Le Manh Hung affirmed that the ministry would continue working closely with ministries, sectors, and localities to ensure energy security, maintain stable supplies of petroleum products and electricity, and address bottlenecks in infrastructure and logistics, thereby creating a solid foundation for sustainable export growth in the future.
In his directive remarks at the conference, Standing Deputy Prime Minister Pham Gia Tuc acknowledged and commended the efforts of the MoIT, ministries, sectors, local authorities, industry associations, and businesses in maintaining export growth momentum, thereby making an important contribution to the country's economic expansion. He also urged ministries, sectors, localities, and the business community to implement comprehensive measures to boost exports and contribute to achieving the double-digit economic growth target in the coming years.

The MoIT should continue to play its role as the lead agency in market development, assisting localities, industry associations, and businesses in effectively utilizing new-generation FTAs; accelerating negotiations on FTAs with potential markets; and closely monitoring international trade developments to provide timely warnings and support businesses in responding to trade barriers. The ministry should also innovate trade promotion activities in line with market demand while integrating trade promotion with investment promotion, tourism promotion, and national branding efforts.
The Standing Deputy Prime Minister assigned the Ministry of Finance to continue improving tax and customs policies, accelerate digital transformation, reform administrative procedures, facilitate export activities, strengthen controls against origin fraud and illegal transshipment, and protect the reputation of Vietnamese goods. The Ministry of Agriculture and Environment was tasked with developing raw material areas, improving agricultural product quality, and promoting deep processing to increase export value. The State Bank of Vietnam was requested to implement a flexible monetary policy and support businesses' access to capital. The Ministry of Construction was assigned to study the development of seaport infrastructure, logistics systems, and cold storage facilities.

The Standing Deputy Prime Minister also called on local authorities to proactively address difficulties faced by businesses, while industry associations should promptly reflect emerging challenges. At the same time, the business community was encouraged to actively develop effective production and business strategies, enhance competitiveness, capitalize on opportunities arising from international integration, expand markets, and increase exports.
Receiving the directions of the Standing Deputy Prime Minister, Minister Le Manh Hung affirmed that the MoIT would continue coordinating closely with ministries, sectors, local authorities, industry associations, and businesses to implement comprehensive solutions for market development, production promotion, export facilitation, more effective trade promotion activities, and the efficient utilization of international integration commitments.
The conference concluded with broad consensus on key orientations, tasks, and solutions aimed at promoting sustainable export growth, enhancing the position of Vietnamese products in international markets, and contributing to the successful realization of the country's double-digit economic growth target.
