Minister Nguyen Hong Dien delivers opening remarks at the 2025 Northern Region Industry and Trade Conference
On the morning of October 17 in Tuyen Quang, Minister of Industry and Trade Nguyen Hong Dien attended and delivered the opening remarks at the Northern Region Industry and Trade Conference 2025.
Minister Nguyen Hong Dien emphasized that 2025 holds strategic significance as the final year of implementing the 2021-2025 Socio-Economic Development Plan, while also marking the year of Party congresses at all levels in preparation for the 14th National Party Congress.
He noted that 2025 is also the first year of implementing the two-tier local government model, along with the restructuring and streamlining of administrative units and the strengthening of decentralization and delegation of authority. This reform is not merely an organizational adjustment but represents a fundamental transformation in governance mindset, shifting from management to facilitation, from fragmented administration to regional linkage, thereby opening new, more effective, sustainable, and cohesive development spaces.
“Therefore, the results achieved in 2025 will form an essential foundation for realizing the development vision for the 2026 - 2030 period, with the goal of achieving double-digit economic growth and affirming Vietnam’s position and strength in the context of deep international integration,” the Minister stressed.
The head of the Industry and Trade sector noted that since the 10th Northern Region Industry and Trade Conference held in April 2024 in Hanoi, the sector has witnessed many positive and substantive transformations across various areas. Coordination in state management among localities has become increasingly close and synchronized; trade promotion, business connectivity, and investment attraction activities have been implemented extensively; market management and goods circulation have been maintained effectively and regularly; and models of industrial cluster linkages and value chains have begun to take shape, laying an important foundation for the industrial and commercial development of the region.

However, he also pointed out that there remain limitations and difficulties to overcome, particularly new challenges arising from the ongoing administrative and organizational restructuring, adjustments of local administrative boundaries, transfer of market management units to local authorities, and the acceleration of decentralization and delegation of authority. In addition, the sector must also cope with global market volatility and the adverse effects of natural disasters and extreme weather events.
In this context, the conference focuses on three key tasks: reviewing the industrial and commercial development results of localities in the region during the first nine months of 2025 and defining priorities for the remainder of the year; discussing orientations and solutions to address existing challenges, enhance regional coordination, and promote the sustainable development of the Industry and Trade sector; and creating a platform for enterprise, government, investor connectivity aimed at forming regional supply chains and sustainable industrial linkages, thereby improving the overall competitiveness of the northern region.
The Minister called on all delegates to uphold their sense of responsibility, actively participate in discussions, and contribute practical opinions and successful experiences. He also encouraged them to identify existing constraints and difficulties, make bold and constructive proposals, and promote each locality’s unique advantages while ensuring close regional linkage. By doing so, they will strengthen the leading role of growth centers, enhance regional autonomy, resilience, and adaptability, and advance the collective development of the entire northern region.
